Program Monitor/Training Manager

SUMMARY

Head Start and Early Head Start programs use ongoing monitoring to continually assess progress towards meeting program goals and objectives, as well as compliance with regulatory requirements. Ongoing monitoring measures ensure program performance; it helps programs to identify areas of concern, make immediate corrections, and generate reports.

The Program Monitor/Training Manager is responsible for monitoring Head Start programs including, but not limited to: ensuring compliance with the State of Illinois Child Care Licensing requirements, monitoring for QRIS requirements, monitoring for compliance with all Head Start Performance Standards and internal systems, NAEYC accreditation, and utilizing data and reporting to meet our School Readiness and Family Services goals.

While individual content area and site-based management staff are responsible for day-to-day operations and compliance of their respective sites/content areas, the Program Monitor/Training Manager supports this process through data interpretation and on-site assessments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Evaluates and recommends operational decisions in collaboration with each Site Manager; ensures decisions are compliant with the organization’s approved policies and procedures as well as external standards.
  2. Supports Head Start/Early Head Start program staff and Content Managers in establishing and maintaining compliant and quality program services that support the growth and development of children and families towards school readiness goals.
  3. Provides support to Content Managers and Site Management by conducting regular monitoring activities that utilize a variety of data collection methodologies.
  4. Manages compliance with Early Head Start and Head Start performance standards.
  5. Ensures that all monthly, quarterly and annual reports are completed in a timely fashion and adhere to all requirements are completed within specified timelines.
  6. Interprets and applies Federal and state statutes and policies appropriate to program implementation.
  7. Organizes Annual Pre and Post-Service Training Days and all Staff Institute Days.
  8. Coordinates and leads the annual Self-Assessment process; ensures management staff comply with the performance standards in their respective areas.
  9. Prepares the data for the Annual Report Submission.
  10. Monitors a sample of all content files, including the delegate site on a monthly basis.
  11. Works with Content and Site Managers to correct any Non-Compliance concerns identified during ongoing monitoring.
  12. Uses data to plan professional development for staff.
  13. Works collaboratively with the VP of Early Childhood Services to ensure the ongoing provision and compliance with of high-quality early childhood education.
  14. Demonstrates knowledge of Early Head Start/Head Start site operation, philosophy and goals
  15. Ensures compliance with all licensing, health and funding source regulations i.e., The Illinois Department of Human Services (IDHS), Health and Human Services (HHS), The Illinois Department of Children and Family Services (DCFS) and the Child Adult Care Food Program (CACFP).
  16. Consistent with licensing requirements, participates in a rotation of opening and closing of the CFDC as the designated director on site.
  17. Provides leadership with program directors to ensure that any findings in specific component areas requiring correction are completed within specified timelines.
  18. Confers with grantee and delegate staff for supportive counsel, referral or reference source as needed to ensure compliance with all Head Start and Childcare standards.
  19. Attends Department training’s and meetings, as well as other meetings and training’s that may be required. Maintains consistent and open communication with the Head Start Director.
  20. Recommends to the VP of Early Childhood Services the development of policy, program, and procedural changes as they relate to the Head Start Performance Standards.
  21. Responds to agency and stakeholder needs by performing assigned tasks, which do not fall within the above descriptions. If such tasks are not a temporary nature, they should be added to the position’s designated responsibilities.
  22. Coordinates or provides professional development on the component related themes.
  23. Ensures the compliance to any other duties that may be assigned.

QUALIFICATIONS

EDUCATION & EXPERIENCE

Academic:       Bachelor’s Degree is required in Business Administration, Health Administration or Child Development.

Experience:     Experience in a similar position in a Head Start or similar children’s/educational program. Three years of experience in administration. Demonstrated knowledge of Early Head Start/Head Start performance standards. Demonstrated knowledge of Early Head Start/Head Start site operations, philosophy and goals.

Certifications: Obtains training certifications in CLASS, Teaching Strategies, Child Plus and all other Data collection systems used for quality assurance within 6 months of hire.

Reasoning Ability:      Ability to solve practical problems and deal with a variety of concrete and/or abstract variables where only limited information or standardization exists. Ability to interpret a variety of instructions furnished in written or verbal form.  Ability to prioritize projects or assignments based on limited supporting information, and to develop creative alternative solutions.

Language:      Ability to read, analyze and interpret technical/medical/legal information.  Ability to respond to routine inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively communicate with individuals and groups.

Math: Ability to apply concepts such as averages, ratios, fractions, and percentages to practical situations.

Other: Valid IL Driver’s license and personal vehicle needed to travel to all agency sites and delegate agency.
